The application relates to the land on Barf's Road, Distington, where 90 properties were developed in the 1940's but demolished between 1997 and 2009.
The scheme will consist of 61 new homes, these being a mix of two-bed bungalows, and homes with up to four bedrooms.
According to planning documents submitted on behalf of housing association Home Group, all 61 homes would be available for social rent.
The applicant said the development would provide a range of housing types, represent a significant investment in Distington and increase footfall for local shops and services.
A planning statement submitted to Cumberland Council by Architects Plus on behalf of Home Group said: "Home Group’s proposals for Barf’s Road is a once in a generation opportunity to comprehensively regenerate a key area of Distington.
"The development will provide much needed modern homes and help to balance Home Group’s existing stock across the town."
The company has previously constructed developments in Woodhouse, Jefferson Park, and Walkmill Court in Whitehaven, as well as Grammerscroft in Millom.
A public consultation for the Distington development was held on May 19.
According to the planning statement, local councillors and 52 residents attended the consultation event, with 26 feedback forms submitted. Of those, 24 were positive and two were negative.
One resident said: "Great to have new homes in the community."
Another said: "Garden sizes look great.
Pre-application meetings with RG Parkins, Thomas Armstrong (Construction) Ltd, Cumberland Council LLFA and UU were held on April 29 and June 29 to discuss the site proposals, the drainage parameters and disposal options available to dictate the drainage strategy.
Existing Kilnside roads will be reconnected, according to the planning statement.
It says: "The existing accesses from Kilnside and Rectory Place will be retained.
"Existing Kilnside roads will be reconnected.
"Kilnside Place will be retained and a new turning head added.
"Rectory place will be extended and a new turning head included."
