The application for outline planning permission from Nigel Kay Homes is for a site on land off Dalzell Street in Moor Row.
According to a planning statement the site extends to approximately 2.9 hectares and comprises grassland that slopes northwards. It adds: “The River Keekle corridor passes in close proximity to the eastern edge of the site.”
It states that Moor Row has a population of around 1,000 residents. It adds: “Services within the village include Moor Row Primary School (capacity 120 children), Emmanuel Church, Working Men’s Club car repairs, bakery, beauty salon and a playground.”
The report states that while the application is in outline, the mix of housing proposed at the reserved matters stage would suit local market needs and demand. It adds: “The dwellings would be a mix of two to five-bedroomed homes comparable with the adjacent site.”
According to the report a Landscape and Visual Appraisal (LVA) shows that the dwellings would be orientated to face public areas for natural surveillance and would be face on or side on to open grassland within the site.
It adds: “They would be arranged within a series of pockets of housing, broken up by open space planted with hedgerows, trees, scrub and wildflower meadows.
“The LVA explains that the centrally located public open space would create a corridor for a potential footpath link to run north to south, through the southern residential development, linking to the existing cycleway network.
“There would be no built development proposed on the lower banks of the River Keekle. A wide swathe of open space is proposed between the proposed houses to the east and the river corridor, allowing the protection and retention of the existing mature trees to the east of the site.”
The report concludes: “Taking all of the above into account, the adverse impacts would not significantly and demonstrably outweigh the substantial benefits of the proposal. Therefore, in accordance with the framework planning permission should be granted.”
