Officers conducting a drug search found a woman in possession of cannabis.
Cumbria Police received a report and attended St Nicholas' Gardens in Whitehaven town centre.
A spokesperson said: "Copeland Police received a call from a member of the public reporting concern for two individuals in St Nicholas Gardens earlier this afternoon.
"PC 3157 and PC 2241 responded and located the pair before conducting Section 23 Misuse of Drugs Act stop searches.
"One female was found in possession of cannabis; this was seized and the offender will be required to engage with independent drug misuse agencies to educate and prevent continued substance abuse.
"Officers encourage members of the public to report incidents such as these as it provides an opportunity for proactive policing."
