Plans for a five-home development in Rockcliffe could take another step forward this week.

Outline planning permission was granted by Carlisle City Council in February 2017 for a residential development on land north of Rockcliffe School, with plans to build five large detached houses on the site.

Now details of the layout, scale, appearance, access and landscaping which have been submitted by Cumbria County Council will be considered by the city council’s development control committee tomorrow morning and have been recommended for approval.

The proposals would see the five homes built on a new road which would connect to the main road ­– the C1016 – while the documents also confirm that existing trees on the northern, eastern and southern boundaries of the site would all be retained, with one being removed on the western boundary to assist visibility at the access.

A report which has been prepared by a city council planning officer ahead of the meeting said: “The principle of development on this site has been established by the earlier outline permission.

“The layout, scale, appearance, access and landscaping of the proposed development would be acceptable."

A number of objectors and Rockcliffe parish council raised concerns which included the access being dangerous and the potential for the development to increase flooding risk, while the use of slate was suggested for roofs to stay in keeping with other houses in the village.

The city council's report said the tiles mentioned in the applicant's documents "would not be inappropriate" but confirmed that a condition attached to the outline permission meant samples or full details of materials to be used would need to be provided and approved anyway before work could commence.

On concerns around the access, the report said "the principle" of access to the site from the C1016 had already been established by the outline permission.

The applicant was said to have submitted details of a proposed surface water drainage scheme which the lead local flood authority accepted.

The development control committee is set to meet virtually at 10am tomorrow.
