Proposed Development at: Former Marchon Site, Kells, Whitehaven and on land off Mirehouse Road, Pow Beck Valley, south of Whitehaven
I give notice that further information and Other Information relating to the Environmental Statement and to the methodology for construction of the buried conveyor is now available to view in respect of an application for planning permission submitted to Cumbria County Council by West Cumbria Mining Ltd on 31 May 2017. The application, which was called-in for determination by the Secretary of State on 25 March 2021, comprises:
The development of:
- a new underground metallurgical coal mine and associated development including: the refurbishment of two existing drifts leading to two new underground drifts; coal storage and processing buildings; office and change building; access road; ventilation, power and water infrastructure; security fencing; lighting; outfall to sea; surface water management system and landscaping at the former Marchon site (High Road) Whitehaven;
- a new coal loading facility and railway sidings linked to the Cumbrian Coast Railway Line with adjoining office / welfare facilities; extension of railway underpass; security fencing; lighting; landscaping; construction of a temporary development compound, and associated permanent access on land off Mirehouse Road, Pow Beck Valley, south of Whitehaven;
- a new underground coal conveyor to connect the coal processing buildings with the coal loading facility (Planning Application Reference No: 4/17/9007)
The further and other information includes the following:
- Description of any new developments in the locality and their cumulative effects;
- Updated traffic model with a new peak construction period of 2025 and updated assessment of effects;
- A description of activities during operation of the development which may result in vibration and assessment of the vibration;
- Proposed measures to mitigate any significant adverse effects as a result of operational vibration;
- Updated Greenhouse Gas Emissions assessment in light of the Sixth Carbon Budget;
- Proposed measures envisaged to prevent, reduce or offset any significant adverse effects on the environment as a result of greenhouse gas emissions;
- A description of the measures envisaged to prevent, reduce or offset any significant adverse effects on reptiles and updated assessment of effects;
- Clarification on the size of the proposed site;
- A revised methodology and updated description and assessment of the related environmental effects for the construction of two sections of the proposed buried conveyor; and
- A revised non-technical summary (NTS).
