Shed some light – please

SIR – How long does it take to erect a lamp post and have them lit up?
In September 2011 two lamp posts were erected by the county council in Grisedale Close (south end), Mirehouse, Whitehaven. In November 2011 the light section was placed on the top of the posts. Still no lights.
In March 2012 the old posts were disconnected and the new ones connected, so I believe, but still no lights, and we are nearly at the end of April. What do we have to do to have lights in the close?
It is very dangerous at the present moment without lights. If, and when anyone is injured due to no lights, who do they claim off for injuries incurred?
